As a Legislator, Representative Spicer serves as the Vice-Chairperson of the Education Committee and is a member of the Education Finance and Appropriations Committee; he is on the State Government Committee where he serves as the Chairperson of Personnel Management. He also serves as member of the Committee for Local Legislation.  In addition to these appointments, Terry serves as a member of the Alabama Workforce Investment Board, the Farm Programs Advisory Committee and the Alabama Children’s Policy Council where he serves on the Appropriations and Budget Committee.  He serves on the Cardiac Arrest Survival Commission and is a member of the Children’s First Trust Fund Board.  Terry serves as Chairman of the Southern Legislative Conference Education Committee.  He also serves on the Education Committee for the National Conference on State Legislatures.  And he has recently, May 2006, been appointed by the Speaker of the House to serve on the Alabama Children’s Vision Interim Taskforce
