Terry Spicer is employed at Enterprise-Ozark Community College as the Assistant to the President for Economic and Community Development. He managed and operated Spicer Heating and Cooling in Elba, Alabama for twelve years. He has also been active in other business ventures.
Education
Terry graduated from Elba High School in 1983. After high school, Terry attended Douglas MacArthur State Technical College in Opp where he earned a diploma in Air Conditioning and Refrigeration. Terry received a Bachelor of Science degree in Technical Education from Athens State College, Athens, Alabama. He also earned a Master of Science degree in Public Administration from Auburn University Montgomery in Montgomery, Alabama. On May 6, 2006, Terry received on Honorary Doctorate Degree of Law from The University of West Alabama.
Political
Terry was elected to the Alabama House of Representatives in 1998. As a Legislator, he serves as the Vice-Chairperson of the Education Committee and is a member of the Education Finance and Appropriations Committee; he is on the State Government Committee where he serves as the Chairperson of Personnel Management. He also serves as member of the Committee for Local Legislation. In addition to these appointments, Terry serves as a member of the Alabama Workforce Investment Board, the Farm Programs Advisory Committee and the Alabama Children’s Policy Council where he serves on the Appropriations and Budget Committee. He serves on the Cardiac Arrest Survival Commission and is a member of the Children’s First Trust Fund Board. Terry serves as Chairman of the Southern Legislative Conference Education Committee. He also serves on the Education Committee for the National Conference on State Legislatures. And he has recently, May 2006, been appointed by the Speaker of the House to serve on the Alabama Children’s Vision Interim Taskforce.
Honorable Recognition
Terry was nominated in 1999 for the Public Health Hero Award, which is presented by the University of Alabama at Birmingham’s School of Public Health. He was recognized by the Alabama Electric Cities for sponsoring statewide fiber-optics legislation and received the Alabama State Employees Association Executive Director’s Award for the 2000 legislative session. In January 2002, Terry received honorable recognition by the Coffee County Commission for his dedicated service to the people of Coffee County, his efforts in establishing multiple senior citizen centers, obtaining funding for various highway projects, and his support for county government legislation. In September 2002, he was awarded the President’s Award by the Elba Chamber of Commerce for his distinguished legislative service and economic development initiatives. He received the 2002 Jim Albright Leadership Award presented by the Wiregrass Labor Council. In March of 2004 he was selected as Alabama Community Educator Association’s Outstanding Benefactor and in April of 2004 he was selected as Alabama Electric Rural Association’s Representative of the Year.
Personal
Terry is married to the former Ceina Hayes of Elba. They have two sons, Hayes, 11 and J.Cole, 8.
